Primary Service Areas:

 

Public Policy: Identify policy options with all relevant groups, prepare position papers, assess alternatives, and work to promote the selected policy. As needed, create quantitative computer models to assess impacts over several years.

 

Telecommunications Planning and Integration: Evaluate existing network architectures and identify where changes can improve the operation, reduce cost and improve alignment with strategic objectives. Identify customer needs that are being met, as well as those that are not being met. Collect usage and cost data concerning the current networks (i.e., wireline, wireless, voice, data, video) and develop detailed engineering/cost models to identify opportunities. Develop engineering models that allow for the evaluation of new technologies, and create multi-year financial models to guide choices. Prepare transition plans required to implement new architectures.

Service Costs and Chargeback Billing Systems: In many cases, the billing systems used to bill internal users of services are not closely linked to the actual detailed billing from outside suppliers of IT and Telecom services. Legacy systems may have constraints that limit flexibility in the chargeback approach. Modern approaches, including the use of meta-software and new billing platforms that are economically suited for governments as well as medium-sized telecom providers, can offer substantial improvements in providing good service to internal customers. A new billing system, coupled with an economically attractive chargeback approach, can provide improved service and lower cost.

 

Financial Planning and Management: Develop multi-years views of capital and expense budgets, to attempt to maximize the value/benefit of planned expenditures. Facilitate use of business cases to evaluate benefits of alternatives. Use financial evaluation models to prioritize programs and investment options, using standard summary metrics. Use functional breakdown of government activities to achieve cross-functional optimization. Incorporate planning results into future budgeting.
